Arriving in Greece, Lefkas, early April 2011, we note:

One year after the start of the financial EU-IMF-ECB rescue plan for Greece ( 110 billions of euros ):

- Wolfgang Schaüble, German Finance minister, evoques in Die Welt on 15.04.2011the possibility that Greece can't repay his debts and is speaking of the necessity of doing something ( he still not use "debt restructing" ), if such should apperar in June after new analysis ; for Nouriël Roubini the question is not if Greece will have to restruct its debt but when ( different newspapers, Le Monde.fr & De Tijd & De Morgen online 2011.4.15&16 )

- Greek 10-year bonds: 13.26%, an European record; difference with German paper 1000 points or 10%

- Greece counts 750.000 unemployed people, this is more than 15% of the active population (beginning 2011: 11.3%

- the consequences of the recession following the austerity measures are clearly visible in the streets, the shops and the restaurants: so Paramythi one of our favorite restaurants is definitively closed ... we are really worrying about Simona and Thomas, who were working there and now looking for work in this very difficult period ...; update 24 april: Simone is happy now as she got work as cook at Pai Kairos taverna Lefkada).

- reported by le Monde suppl.Argent (2011, 9 th April) - source Eurobank Property Service February 2011- about property business and estate: 80% of the Greeks are owners (ident. in Belgium); price drop in Atherns - 2.8%, -6.9 in Thessaloniki; fall of appartments selling: -5% to -15%, biggest in Athens Kolonaki (chic district) but still 7000 to 10000 euros/m2, , Athens center 2000 euros/m2, Athens Pangrati and Gazi a dropp, but still 2500 to 3500 euros/m2, Kiffissia and Psychiko ( nice residence district, mountains freshness ) till 7000 to 10000 m2; Athens counts 60% lodgers, prices are falling, rent between 3 and 10 euros/m2; transactions fall in 2008 and 2009, stabilisation in 2010. As we can see now in Lefkas by crossing the island a lot of the numerous houses under construction remain unfinished , although there is still activity in a few of them; a lot of houses (also from foreign owners) are for sale, and it seems that the number is increasing.

" Petrol remained in short supply, but a trucker strike appeared to be waning

The government appears to have broken the trucker strike that brought the country’s entire goods transportation infrastructure to a standstill earlier this week when the country’s lorry drivers walked out for three days in protest over the government’s license reforms.[...] A civil mobilisation ruling means that strikers now risk imprisonment if they break the law by failing to return to work. Transportation is seen as one of the most glaring sectors in need of liberalisation and a key area of the government’s reforms promised in return for a 110 billion-euro loan package from the troika. Government spokesman Yiorgos Petalotis said the strike had led to “serious disruption of public and economic life and endangered public health [due to] a lack of sufficient supply of fuel, food and medicine”.The government plans to open up lorry licensing by lowering the fees, which owners say will result in the devaluation of their licenses.[...] Transport Minister Dimitris Reppas vowed there would be no U-turn on reforms in the transportation sector. “There is no alternative solution but to open up the profession because we have promised it to the IMF and EU,” Reppas said.[...] Lorry owners have shelled out between 90,000 euros to 200,000 euros per license and say their money will go down the drain. Until now, as with taxis, only those registered via these expensive licenses could operate trucks. [...]The trucking sector comprises 7 percent of Greece’s gross domestic product, and has a capacity of around 33,000 trucks, employing some 110,000 people.The government now plans to open up other closed professions - pharmacists, architects and lawyers - as part of further troika-agreed reforms. Vastgesteld, gehoord en gelezen ...

- de zesde algemene staking tegen de besparingsmaatregelen van de regering Papandreou is nog maar enkele dagen voorbij - of was het de zevende ? - of de luchtverkeerleiders dreigden met een staking die, na een gerechtelijke uitspraak die stelde dat deze on(grond)wettelijk zou zijn - in een stiptheidsactie werd omgezet ...

- sinds twee dagen zijn de zelfstandige vrachtwageneigenaars/chauffeurs in staking om te protesteren tegen de liberalisering van hun beroep en de de facto afschaffing van de door hen duur betaalde licentie die hen toeliet het beroep uit te oefenen en die nu waardeloos zal worden ... ook de pomphouders gaan in staking om te protesteren tegen de versoepeling van de vestigingsmogelijkheid voor nieuwe stations waarbij de minimale afstand tussen servicestations van 200m naar 50m wordt teruggebracht ...

- de zwarte cijfers volgen mekaar op: het toerisme zou dit jaar t.o. het reeds slechte jaar 2009 reeds een nieuwe daling van 15% kennen maar andere meer dramatische - meer realische? - percentages worden door kamerverhuurders en restauranthouders gefluisterd: de daling in de horeca zou voor de voorbije zgn. toeristische maanden reeds 40 à 60% bedragen; of deze laatste cijfers ooit bevestiging zullen krijgen is wel de vraag maar ze reveleren hoe dan ook een trent.

- intussen hoort men internationale monetaire autoriteiten Griekenland prijzen voor de reeeds goede - t.a.v. andere landen dan, (bijna) voorbeeldige - resultaten van de saneringsoperatie ... ook de Griekse minister van financiën ziet de positieve evolutie met vertrouwen!

Yacht sector sends SOS

ANA-MPa/The Hellenic Professional Yacht Owners Association on Tuesday warned that the sector was facing extinction, suffering the worst year in its history because of the economic crisis. 
 
Speaking to ANA-MPA, Antonis Steliatos, president of the Association, said reservations for professional yachts with crew were down more than 80 pct this year, compared with 2009, with 11 vessels taken out of commission because of reduced demand. 
 
Reservations for sail ships are also down, with revenues suffering a sharp fall this year, although no specific figures could be provided since there is no single charter policy in the sector.

Vandaag 5 mei kent Griekenland opnieuw een stakingsdag  …

We zijn in Griekenland toegekomen op 13 juli 2008. Na een tocht dwars door Frankrijk langs de kanalen, de Saône en de Rhône, na een overwintering in het Franse Menton en na een tocht langs de Italiaanse kust aan boord van onze 8.50 m lange zeilboot, hebben we het land teruggevonden dat we een eerste maal hadden bezocht in  1975/76. Tot in 1994 waren we bijna jaarlijks naar Griekenland teruggekeerd voor onze zomervakanties, telkens gemiddeld voor een week of zes. Maar onze zeiltrips in het Kanaal, naar de Engelse Zuidkusten, naar Normandie of Bretagne hadden niet kunnen verhinderen dat een nostalgisch vlammetje de herinnering levendig had gehouden aan de talrijke gelukkige momenten in Griekenland. Langzaam aan  was het project beginnen kiemen: met onze kleine zeilboot zouden we, vanuit Nieuwpoort, terug keren naar de baai van onze laatste Griekse vakanties in 1994. 

Augustus 2008.

Augustus, de warmste zomermaand. De toeristische koorts bereikt haar hoogtepunt. De kleine haven van Mourtos-Sivota , waar onze boot is afgemeerd, recht tegenover het eiland Corfu, kent elke avond een erg leuke, levendige drukte. Geen hoop hier nog een ligplaats te vinden, noch aan de kleine kade, noch in de bescheiden, nieuwe havenkom – waarvan de bouw voor 75 % betoelaagd werd door de E.U. De terrassen van de restaurants zijn volzet. Elke avond moeten we ons  tafeltje voor twee reserveren, op gevaar af voor middernacht geen plaatsje meer te bemachtigen. De Italianen zijn erg talrijk hier maar ook vele Griekse families brengen hun vakantie door in dit mooie badplaatsje aan de Ionische Zee.

Toch is de schok voor ons vrij brutaal. In het straatbeeld zijn grote, krachtige wagens, veel zware 4x4 wat te prominent aanwezig. De tafels in de eetgelegenheden zijn dikwijls te klein voor de (te) talrijke schotels die meestal bijna nog halfvol naar de keuken zullen terugkeren ... terwijl de duidelijk minder talrijke borden van de toeristen quasi leeg worden weggeruimd...

Indien een zekere overdadigheid in het openbaar, eigen aan de Grieken, ons steeds heeft  getroffen,  zijn we toch wel even verwonderd nu de prijzen hier erg dicht in de buurt komen van de West-Europese ... We merken ook hoe frequent grote bankbiljetten zomaar slordig uit de broekzak worden gehaald bij het betalen van de rekening … waarvoor geen kasticket wordt overhandigd!

De enkele contacten die we dan al hebben bevestigen de overduidelijke realiteit: ook in het dagdagelijkse leven laat het zwart geld  blijkbaar toe goed te leven, en … zeker boven het niveau van het aangegeven inkomen!

Maar al dit gespendeerde geld lijkt niet erg gelukkig te maken want sinds onze aankomst in Griekenland valt ons een zekere bitterheid op. De gastvrijheid, hoewel niet verdwenen, is minder gul, de vriendelijkheid – van oudsher wat verborgen achter een enigszins ruwere omgang – is minder spontaan; we voelen een onbetwistbare zenuwachtigheid. 

September 2008.  

In de marina van Lefkas, die gebouwd werd in 2002 om vooral aan de noden van het steeds toenemend aantal charterboten en de talrijker wordende verhuurmaatschappijen te beantwoorden, hebben we onze ligplaats moeten reserveren. Het is er nog erg druk.  

Hier in Lefkada krijgen we de bevestiging van onze vermoedens.

De forse verhoging van de levensduurte heeft het dagelijkse leven moeilijker gemaakt. De jacht op een tweede, en zelfs op een derde job wordt heftiger. Gevangenis bewaker, kelner en leraar aïkido. Kelner en schilder. Mede-eigenaar van een eethuisje en barman  in de voormiddag en ‘s nachts. Leraar die privaat les geeft aan eigen leerlingen om het sobere loon te verdubbelen. Electricien en privé-bewaker.  Ze zijn talrijk om deze noodzaak toe te geven

Bij enkele omzwervingen in de binnenzee, tussen het vasteland en de eilanden Lefkas, Ithaka en Kefalonia, herontdekken we o.a. Sivota (Lefkas) en Fiskardo (Kefalonia). Op 9 september vertelt een taverna-eigenaar uit Sivota ons dat hij morgen zijn zaak sluit: voor hem is het seizoen voorbij. In juni volgend jaar, gaat zijn zaak opnieuw open. Hij heeft  nauwelijks drie maand gewerkt. Dit volstaat ruimschoots, beweert hij zichtbaar tevreden, terwijl hij ons nog een ouzo schenkt en de rekening brengt … zonder kasticket. In Fiskardo waar we vijf dagen blijven vóór we naar Lefkas terugkeren, is het niet echt anders.        

Wegens een overlijden in de familie moeten we voor enige tijd naar België terug.  

Als we begin november 2008 terug op Lefkas zijn is het toeristisch seizoen voorbij. We hebben besloten de winter hier door te brengen.

Een wet die het roken op openbare plaatsen en in eetgelegenheden moet verbieden, treedt eerlang in werking. In de praktijk zal ook deze wet niet veel verandering brengen. Om niet uitgerookt te worden tijdens het avondeten, trekken we gewoonlijk vrij vroeg, omstreeks 20H30, naar een restaurantje. Dan zijn we zeker bij de eerste, dan nog schaarse gasten. Maar als we rond 22 uur de eetgelegenheid verlaten , zijn bijna alle tafels bezet. En zo zal het bijna steeds zijn
 
Terwijl wij onze bestelling beperken tot wat wij als ruim voldoende voor een avondmaal beschouwen,  gaat het er helemaal anders aan toe aan de meeste andere tafels waar de overvloed aan schotels maar de matige consumptie ervan ons blijft verwonderen. Niet zonder enige gêne, legt men ons uit dat de Grieken, liever dan thuis uit te nodigen, mekaar in een restaurant ontmoeten. Een gelegenheid tot een gezamenlijke smulpartij waaraan enig financieel exhibitionisme niet mag ontbreken.  

Feestdagen, dagen van aangenaam samenzijn. Zoveel gelegenheden om mekaar het beste toe te wensen – chronia pola – , wel erg talrijk, denken we. Opnieuw verwonderen we ons om deze schijnbare zorgeloosheid. De financiële crisis lijkt niemand hier te verontrusten. Crisis ? Welke crisis?, wordt ons wat lacherig geantwoord. Toch worden we wat ongerust.
 
We zijn natuurlijk ver van Athene -  500 km !- en van haar geweldadige betogingen – de hevigste toen die jongen in december door de politie werd doodgeschoten . Toen om en bij de driehonderd zaken afbrandden. Ver van de aanslagen, van het terrorisme. Diefstallen, ze zijn (nog)  zeldzaam hier .  

En in de hippe cafés en bars in het noorden van deze kleine stad blijft het jonge volk maar toestromen, dat jonge volk dat er zo goed uitziet in die dure merkkledij en eindeloos met vakantie lijkt ... 

Voorjaar en zomer 2009.

Wij verlaten Lefkas voor het doel van onze reis: Hortó, halfweg tussen Athene en Thessaloniki.  Hortó, een klein vissersdorp op het Pilion schiereiland, op een vijftigtal kilometer van de middelgrote stad Volos. Een tocht die ons door het kanaal van Corinthe naar de Saronische golf brengt; dan gaat het verder naar  kaap Sounion en dan noordwaarts langs de kust van het grote eiland Evia naar deze prachtige, wijds ingesloten golf, de Pagasitikos Kolpos, en Hortó, waarvan elke zomer de bevolking meer dan honderdvoudig toeneemt; het dan georganiseerde festival van de “G.Angelinis - Pia Hadjinikos"-stichting ( www.horto.net , 25e editie in 2009! ) geniet van een onmiskenbare faam en maakt van het vissersdorpje ook een culturele trekpleister. .
 
We zullen bijna drie maand in de streek verblijven, genietend van de schoonheid van de kleine plaatsjes en van het plezier van een veilige navigatie.

Hier lijkt alleen plaats voor zorgeloosheid. De vreugde om het weerzien van familieleden en vrienden aan de rand van het water. In Milina, een kleine, meer volkse badplaats, een paar kilometers verderop naar het zuiden, komen de Griekse families toe vanaf midden juli. Door haar meer gematigd klimaat is de bergachtige en groene Pilion streek erg gegeerd bij deze families die mekaar terugzien tijdens de grootste zomerhitte die hen de grote steden heeft doen ontvluchten. Na 15 augustus zullen ze afscheid nemen, mekaar, dan al, een goeie winter – kalo chimona , toewensend.

Frequent valt het ons op hoe groot de ergernis op ten aanzien van de regering van premier Karamanlis wel is . Men heeft het over de ondraaglijke corruptie. Over het zwart geld. Alhoewel de hele politieke klasse negatief wordt beoordeeld, toch kan niets erger zijn dan deze regering, weet Kostas, net gepensioneerd als kapitein ter lange omvaart en eigenaar van verschillende goed gesitueerde studio’s.

Maar een PASOK regering lijkt meer geroepen uit wanhoop, uit verwerping van de Nea Demokratia dan uit echte hoop.  

Bij onze terugkeer in Lefkada, eind september, lijkt het ons dat de Grieken opnieuw kunnen lachen. Het PASOK verkiezingsprogramma lijkt betere dagen te beloven en zelfs het patronaat lijkt te geloven in de mogelijkheid van de zo noodzakelijke vernieuwing.

De vroegtijdige verkiezingen van oktober 2009 brengen George Papandreou en zijn PASOK met een heel ruime meerderheid aan de macht.

 
Als we Lefkas verlaten om de eindejaarsfeesten thuis door te brengen, vermoeden we helemaal niet dat we bij onze terugkeer een heel ander Griekenland zullen terugvinden . Wanneer we na een etentje in de nog warme decemberzon op het terras van Frini sto molo, op de kade van Lefkada,  afscheid nemen van Griekse vrienden – zij ex-onderwijzeres nu werkzaam bij de schoolcoördinatie, hij apotheker, eigenaar van de grootste apotheek van Lefkas, die 4 personen tewerkstelt -  praten we over het weerzien en de komende lente …  

Eind april 2010.

We zijn terug op Lefkas sinds 17 maart, na een koude en sneeuwrijke winter in Nieuwpoort en een erg wisselvallige maand, bij vrienden in Menton.

Terwijl we erg druk bezig zijn door de onderhoudswerken op onze zeilboot, volgen we nu met verbazing, dan met begrip, dan weer erg verrast, met ongeloof of ongerustheid de ontwikkeling van de Euro-Griekse crisis. Want als het in de eerste plaats zichtbaar om Griekenland gaat, is het eerder de toekomst van de Europese Unie en van de euro die op het spel staat. En het is ook zo dat de Grieken de zaken zien, in het begin althans!

De grote meerderheid van de Grieken beschouwde dat deel uitmaken  van de E.U. een goeie zaak was ook al waren ze talrijk om de euro als oorzaak te beschouwen van de significante stijging van de levensduurte.

Zoals Spiros, de fotograaf, zijn ze ook talrijk om toe te geven dat het sinds dan is dat de echte jacht op geld is begonnen en dat de zorgen steeds zijn gaan toenemen. Nostalgie om een gelukkiger verleden?

Zoals die jongeman, die even pauzeerde bij het lastig polieren van de romp van een 45 voeter, en naar onze kleine boot toe stapte ; toen hij vernam dat we voor het eerst naar Griekenland kwamen meer dan 30 jaar geleden, riep hij uit:  maar dan hebben jullie een heel ander Griekenland gekend, dan hebben jullie de beste jaren gekend  … over die jaren hadden zijn ouders hem verteld.

Zoals Soros, mede-eigenaar van een estatorio: hij voelt zich gekrenkt door de houding van Angela Merkel en van Duitsland. 18 maand geleden vierde hij vreugdevol het tweejarig bestaan van zijn restaurant – een onmiskenbaar succes. Nu ziet hij meestal in het beste geval, twee tot drie tafels die bezet zijn. Vorige zomer al was het resultaat matig; minder buitenlandse toeristen, wel meer Grieken – daar zat de pas geopende Egnatia snelweg wel voor iets tussen (Igoumenitsa -Alexandropoli) – maar die hebben  wat gierig geconsumeerd ... Als nu de volgende zomer nog teleurstellender zou zijn, dan ziet het er maar somber uit voor de twee eigenaars, de kelner en de twee voltijdse kokkinnen, en de vijf man personeel aangeworven voor het  seizoen...

Woede en het gevoel belazerd te zijn, in de steek gelaten, vernederd vooral.

Zoals Apostolos, tandchirurg, opgeleid in Noord-Europa. Woede ten overstaan van Duitsland die van de euro-markt gebruik heeft gemaakt om aan Griekenland duur materiaal te verkopen. En de Europese susidies, merken we op, en het aandeel van Duitsland. Woedend haalt hij de Siemens-affaire erbij, en het schandaal van een nooit geleverde uitrusting.

Vasili, die vraagt zich af hoe hij zijn leningen gaat afbetalen. Hij zou eigenlijk alle dagen moeten werken, maar dat lukt niet. Hij is kelner. Een goeie, met ervaring ;  hij kent de klappen van de zweep, ook als het restaurant vol is. Maar er zijn te weinig klanten.  Zijn vrouw is net bevallen van een tweede kind. Als loontrekkende gaat zij nu een moederschapverlof van … 9 maanden opnemen. Hij heeft wel een tweede job als landbouwcontroleur, maar dat werk is niet stabiel, zelfs erg tijdelijk.  Er is de lening voor de aankoop van het appartement en dan die van de aankoop van de nieuwe wagen , een krediet op 72 maand...

Stavros is huisarts. Terwijl we bij hem op consultatie zijn voor een routine controle wordt hij tot tweemaal toe lastig gevallen door ongeduldige patiënten. Tegenover ons verontschuldigt hij zich : de crisis strest de mensen en de zorgen die ze hebben met hun  black money lijken ze wel gek te maken.

In de marina zijn de boten op de charterpontons mooi afgemeerd, klaar om de bemanningen te ontvangen ... maar in tegenstelling tot vorig jaar laten deze nog op zich wachten. Is de crisis hiervan de oorzaak? Of een IJslandse vulkaan?  Men beweert dat het toeristisch seizoen nog niet begonnen is. Dat de chartervluchten op de kleine luchthaven van Preveza-Actio nog geen aanvang hebben genomen. Wij blijven sceptisch. Sinds één maand is alles klaar  ...

Gisterenavond  -  woensdag is gewoonlijk een wat drukkere dag – bleven de restaurants op de Promenade-kaai toch erg verlaten. Rond 23H30 waren we met onze vrienden de enige wandelaars.  

De hippe cafés - sommige hebben deze winter hun terras compleet vernieuwd – lijken toch ook in de klappen te delen, vooral overdag lijkt het bezoek een terugval te kennen.   

Lefkas heeft een vrij belangrijke Britse gemeenschap maar erg zeldzaam zijn zij die het over de crisis hebben. In de haven is de bedrijvigheid ook matig, boten worden eerder bij mondjesmaat te water gelaten en de werken op de botenparking volgt het wat langzame ritme van de aankomst van de schippers. Daar dus ook, geen grote bedrijvigheid. Ook het aantal boten dat reeds in het water ligt lijkt beperkter.

De Engelstalige pers – de wekelijkse publicaties Athens News en Athens Plus, en Kathimerini, het dagelijkse Engelstalige Griekse supplement bij de internationale uitgave van de Hérald Tribune  - brengen verslag uit over de toestand en in de edito’s   wordt de noodzaak aan veranderingen en hervormingen sterk verdedigd. Een Britse overwinteraarster bekent openlijk de newspaper te kopen ... alleen maar voor de televisieprogramma’s. Toch merken we hier en daar, bij een of andere babbel, enige vage vrees voor onrust of rellen die als een olievlek zouden kunnen uitdeinen.  

Maar gelukkig, er zijn er blijkbaar ook die echt goed willen geïnformeerd zijn, althans als we hen willen geloven, wat we graag doen … maar zonder echt overtuigd te zijn …

Griekenland lijkt de IMF-EU leningen uiteindelijk te zullen krijgen. Maar de weerstand tegen het strenge besparingsplan van de regering en de nieuw opgelegde inleveringen  groeit en de uitingen worden steeds grimmiger.
Ook in Lefkada is deze nieuwe stakingsdag duidelijk voelbaar was en het luide protest weerklonk deze voormiddag.

La crise grecque.

Aujourd’hui 5 mai la Grèce connaît à nouveau un jour de grève  …

Arrivés en Grèce le 13 juillet 2008, au terme de la traversée de la France par les canaux, la Saône et le Rhône, d’un hivernage à Menton et de la navigation le long des côtes italiennes à bord de notre voilier de 8.50m, nous avons retrouvé le pays que nous avions visité une première fois en 19975/76. Jusqu’en 1994 nous étions retournés presque chaque année en Grèce lors des vacances estivales, en moyenne pour 6 à 7 semaines. Mais nos navigations en Manche, vers les côtes anglaises, normandes et bretonnes n’avaient pas empéché une petite flamme de nostalgie d’entretenir le souvenir des nombreux moments de bonheur  passés en Grèce. Lentement le projet s’est mis à germer: c’est à bord de notre petit voilier que nous irions de Nieuport (B) rejoindre la baie de nos dernières vacances grecques de 1994.

Août 2008.

C’est le moment le plus chaud de l’été et la fièvre touristique est à son point culminant. Dans le petit port de Mourtos-Sivota , où notre voilier est amarré, face à l’île de Corfou, une belle animation règne tous les soirs. Au modeste quai et dans la darse toute neuve - construction subventionnée à 75 % par l’UE  - point d’espoir de trouver encore un emplacement. Les terrasses des restaurants sont prises d’assaut. Il nous faut réserver tous les soirs notre modeste table pour deux. Les Italiens sont nombreux ici mais nombre de familles grecques aussi passent leurs vacances dans cette petite station assez prisée de la Mer Ionienne.
Pour nous le choc est néanmoins assez brutal. Dans le paysage les grosses cylindrées, les 4x4 sont trop bien présentes. Les tables des restaurants sont souvent trop petites pour les (trop) nombreux plats qui retourneront à moitié pleins aux cuisines ... alors que les assiettes des touristes, nettement mois nombreuses, retourneront quasiment vides ...

En public, avec des amis, point de frugalité;  si cette attitude, bien grecque, nous avait toujours frappé, nous nous en étonnons  constatant les prix qui se rapprochent nettement de ceux pratiqués en Europe occidentale ... Nous remarquons  aussi les liasses d’euros exhibés de la poche de pantalon lors du règlement de l’addition ... sans ticket de caisse!

Les quelques contacts que nous avons alors, confirment, s’il le fallait encore, l’évidence : dans la vie quotienne, aussi,  l’argent noir  permet de vivre apparemment bien , et ...  bien au-dessus du niveau des revenus déclarés.

Mais l’argent dépensé, ne semble pas rendre heureux car nous sentons depuis notre arrivée un aigreur certaine. L’hospitalité, si elle n’a  pas disparu, est moins généreuse, l’amabilité - depuis toujours un peu masquée par un style quelque peu bourru - est moins spontanée;  une nervosité certaine se devine.

 Septembre 2008.

 Dans la marina de Lefkas, contruite en 2002 pour répondre avant tout à l’accroissement du nombre de bateaux de location appartenant à des sociétés de charter de plus en plus nombreuses,  nous avons dû réserver notre emplacement.
Ici à Lefkada nos observations, nos soupçons sont confirmés.
 
La forte augmentation du coût la vie a rendu le quotidien difficile. La chasse à un deuxième boulot, voire un troisième s’intensifie. Gardien de prison, serveur et professeur d’aïkido. Serveur et peintre en batiment. Co-propriétaire de restaurant et serveur de bar le matin et la nuit. Enseignant doublant ses revenus par des cours particuliers à ses propres élèves. Electricien et serveur. Ils sont nombreux à nous avouer cette nécessité.

Quelques navigations dans la mer intérieure, entre le continent et les îles de Lefkas, Ithaque et la Céphalonie, nous font e.a. redécouvrir Sivota (Lefkas) et Fiskardo  (Kefalonia). Le 9 septembre le propriétaire d’un restaurant de Sivota nous confie que demain il fermerat: pour lui la saison est terminée. Il rouvrira en juin. A peine trois mois d’ouverture. C’est amplement suffisant, affirme-t-il, nous offrant un ouzo et présentant l’addition ... sans ticket de caisse.  Ce ne sera pas différent à Fiskardo où nous resterons cinq jours avant de rejoindre Lefkas.      

Un décès nous fait regagner la Belgique.

Lorsque nous retrouvons Lefkas début novembre 2008 la saison touristique vient de prendre fin. Nous avons décidé de passer l’hiver ici.

Une loi anti-tabac doit entrer en vigueur, elle ne sera aucunement respectée. Afin d’éviter
d’être enfumés  pendant le souper, nous nous rendons habituellement assez tôt, vers 20H30, au restaurant. A cette heure nous serons parmi les rares clients. Mais lorsque nous quittons l’établissement vers les dix heures, pratiquement toutes les tables sont occupées.  
Il en sera ainsi pratiquent tous les soirs.
 
Si nous limitons notre commande à ce que nous pensons être amplement suffisant pour un repas du soir, il n’en va pas de même aux autres tables, où l’abondance des plats, et leur médiocre consommation, continue de nous étonner.
On nous explique, non sans une certaine gêne, que les Grecs, plutôt que de recevoir à la maison, se voient au restaurant. Moment d’agapes, alors, d’où un certain exhibitionnisme financier ne peut être absent

Jours de fêtes, jours de convivialité. Occasions de se congratuler, bien nombreuses nous semble-t-il. Nous nous étonnons à nouveau de cette insouciance apparente. La crise financière ne semble inquiéter personne ici. Crise? Quelle crise?,  nous répond-on fréquemment d’un air goguenard. Nous nous en inquiétons.
Evidemment, nous sommes loin d’Athènes et de ses manifestations violentes, principalement depuis la mort de ce jeune garçon tué par des policiers. Loin des attentats, du terrorisme. Des vols, ils sont très rares ici.

Printemps et été 2009

Nous quittons Lefkas pour le but de notre voyage:  Hortó, à mi-chemin entre Athènes et Thessalonique.  Hortó, petit village de pêcheurs de la péninsule formée par les contreforts du mont Pilion, à une cinquantaine de kilomètres de Volos. Un périple qui nous mène par le canal de Corinthe vers le golfe de Saronique; puis nous entamons la remontée des côtes de l’île d’Eubée vers ce beau golfe enserré, le Pagasitikos Kolpos et  Hortó, qui l’été voit sa population s’accroître très sensiblement et dont le festival organisé par la fondation "G.Angelinis - Pia Hadjinikos" ( www.horto.net , 25e édition en 2009! ) jouit d’une renommée certaine.
 
Nous resterons près de trois mois dans la région goûtant la douceur de ses sites charmants et le plaisir de la navigation protégée.

L’insouciance semble règner ici. La joie des vacances où l’on retrouve la famille et les amis au bord de la mer. A Milina, quelques kilomètres plus vers le sud, petite station balnéaire plus populaire, les familles grecques débarquent dès la mi-juillet. Le Pilion, région montagneuse, verte et plus tempérée, est prisée par ces familles qui se retrouvent le temps de la plus intense chaleur, qui leur a fait fuir les grandes villes, avant de se quitter après le 15 août en se souhaitant un bon hiver – kalo chimona -, déjà.

Nous notons fréquemment l’exaspération vis-à-vis du gouvernement Karamanlis. On nous parle de l’insupportable corruption. De l’argent noir. Si toute la classe politique est jugée négativement rien ne peut être pire que ce gouvernement-ci, affirme Kostas, jeune retraité en tant que capitaine au long cours, propriétaire de plusieurs petits studios très bien situés.

Mais un gouvernement PASOK semble être appelé plus par désespoir, par rejet de la Nea Demokratia que par réel espoir.

Lors de notre retour dans la marina de Lefkas fin septembre il nous semble que les Grecs ont retrouvé le sourire. Le programme  du PASOK semble promettre des lendemains meilleurs et même le patronat semble croire au renouveau – nécessaire - possible.

Les élections anticipées d’octobre porteront George Papandreou et le PASOK au pouvoir avec une très confortable majorité.
 
Lorsque nous quittons Lefkas pour passer les fêtes de fin d’année chez nous, nous sommes loin de soupçonner qu’à notre retour c’est une autre Grèce que nous retrouverons. Quand nous quittons,  après un déjeûner au soleil de décembre à la terrasse du restaurant Frini sto molo, sur le quai de Lefkas,  des amis grecs - elle ex-enseignante rattachée à la coordination des écoles, lui pharmacien, propriétaire de la plus grande pharmacie de Lefkas, qui emploie 5 personnes -  nous parlons retrouvailles et printemps.

Nous avons rejoint Lefkas le 17 mars, après un hiver froid et neigeux à Nieuport et un mois de temps assez changeant à Menton,.

Tout en étant fortement pris par les travaux d’entretien sur notre bateau nous suivons tantôt avec étonnement, tantôt avec compréhension, puis avec surprise, incrédulité, ou inquiétude, les développements de la crise Euro-grecque. Car si c’est bien de la Grèce qu’il s’agit au premier degré, c’est plutôt le réel devenir de l’Union Européenne et de l’euro qui est en jeu. Et c’est ainsi que les choses sont perçues ici par les Grecs,  au départ au départ du moins!

En grande majorité les Grecs ont considéré que faire partie de l’Union européenne était un bonheur même s’ils sont également nombreux à imputer à l’euro la cause de la hausse significative du coût de la vie.

Comme Spiros, photographe, ils sont aussi nombreux à concéder que c’est d’alors que la vraie chasse à l’argent à commencé et que les soucis n’ont fait qu’accroître. Nostalgie d’un passé plus heureux ?
 
Tel ce jeune, qui, profitant d’une courte pause alors qu’il s’affairait sur le polissage de la coque d’un 45 pieds, s’est approché de notre modeste voilier; et apprenant que nous étions venus pour la première fois en Grèce il y a plus de trente ans, il s’est exclamé: mais alors vous avez connu une tout autre Grèce, vous avez connu les meilleures années .. ces années dont ses parents lui avaient parlé.

Tel Soros, co-propíétaire d’un restaurant, qui est offusqué par l’attitude d’Angela Merkel et de l’Allemagne. Lui qui, il y a 18 mois, fêtait dans la joie les deux années d’existence et d’incontestable succès de son restaurant, voit maintenant, le plus souvent, au mieux deux ou trois tables occupées. Déjà l’été passé a été très moyen: moins de visiteurs étrangers, en revanche plus de Grecs – l’ouverture de l’autoroute Egnatia (Igoumenitsa -Alexandropoli), sans doute – mais qui ont consommé bien plus chichement ... Si l’été prochain s’avérait plus décevant encore  l’avenir s’assombrirait sérieusement pour les deux propriétaires, le serveur et les deux cuisinières à temps plein, et les 5 personnes engagées pour la saison...

Colère et sentiment d’avoir été floués, lâchés, humiliés surtout.
 
Tel Apostolos, chirurgien-dentiste, formé en Europe du Nord.  Colère vis à vis-de l’Allemagne qui a profité de ce marché en euros pour vendre du matériel à la Grèce au prix fort. Nous lui faisons remarquer les subventions de l’UE, et la part de l’Allemagne. Il nous évoque avec colère l’affaire Siemens, les scandales d’équipements jamais livrés.

Vasili, lui se demande comment il va payer ses créances. Il lui faudrait pouvoir travailler tous les jours. Ce qui n’est pas le cas. Il est serveur. Trop peu de clients. Sa femme vient d’accoucher d’un deuxième enfant. Salariée elle prendra un congé de maternité de ... 9 mois; il a bien un deuxième emploi comme contrôleur agricole mais ce travail n’est pas stable, même très temporaire. Il y a les traites de l’achat de l’appartement et celle de sa belle voiture neuve achetée grâce à un crédit sur 72 mensualités..

Stavros est médecin. Lorsque nous nous présentons pour un contrôle de routine à sa consultation par deux fois il est interrompu par des patients qui le pressent. Il s’excuse auprès de nous prétextant la crise qui finit par stresser tout le monde, et les soucis du  black money - l’argent noir – qui semblent  rendre les gens fous.

Dans la marina sur les pontons occupés par les sociétés de location, les bateaux sont joliment allignés, prêts à recevoir leurs équipages ... mais contrairement à l’année passée ceux-ci semblent ne pas encore être au rendez-vous. Est-ce l’effet de la crise ? On nous dit que la saison n’a pas encore démarré. Que les vols charters sur l’aéroport de Preveza-Actio n’ont pas encore débuté. Nous restons dubitatifs. Cela fait un mois que tout est fin  prêt ...

Hier soir -  le mercredi était un jour qui connaissait une certaine animation – les restaurants sur le  quai-promenade étaient tristement déserts. A 23H30 avec nos amis, nous étions les seuls à marcher vers la marina.

Les cafés branchés dont certains ont rénové leur terrasse cet hiver, semblent connaître un certain recul d’affuence, principalent en journée.

Parmi l’importante communauté britannique de l’île, rares sont ceux que nous entendons évoquer la crise. Dans le port les mises à l’eau semblent toujours assez espacées; sur le parking à bateaux les travaux de carénage suivent le rythme des arrivées des propriétaires. Là aussi, aucune effervescence. Les bateaux déjà à flot, aussi, semblent  moins  nombreux.

La presse de langue anglaise, principalement hebdomadaire - Athens News et Athens Plus, Kathimerini, le supplément quotidien à l’édition internationale du  Hérald Tribune  - rendent compte de la situation et les éditoriaux ne manquent pas de souligner la nécessité des changements et des réformes. Une Anglaise, qui a hiverné ici, avoue vertement acheter le newspaper pour ... les programmes de télévision. Puis apparaît parfois, au cours d’une conversation, une vague crainte d’agitation et de troubles, qui pourraient faire tache d’huile.

Mais  par bonheur, certains semblent vraiment vouloir être bien informés,  du moins nous voulons le croire, mais sans en être convaincus ...

5 mai 2010.

La Grèce semble enfin pouvoir bénéficier de l’aide UE-FMI. Mais la résistance envers le très sévère plan d’austérité du gouvernement, mesures encore renforcées lors des ultimes négotiations du plan d’aide, s’accroît et les manifestations se font de plus en plus dures

Lefkada vit ce nouveau jour de grève et de protestations sur fond de sentiments mélangés, colère et sentiments de dépit, mais crainte d’une saison touristique menacée ...

Histoire de préjugés ...

Pour le vice-premier ministre grec, Theodoros Pangalos, la raison pour laquelle les Allemands sont opposés à aider la Grèce serait le résultat d'une approche morale du problème grec. Et d'expliquer: "Pourquoi [les Grecs] ont-ils des problèmes? Parce qu'ils ne travaillent pas assez. Et pourquoi cela? Parce qu'ils ont un bon climat, de la musique, des boissons et qu'ils ne sont pas aussi sérieux que les Allemands."

Dear Mrs Gerekou

With great attention and interest, we try to follow your politics. We have also read your declarations in the Athens News, dated 19-25 March 2010. It is said in the Editorial of the same issue that you have one thing right: “a warm and friendly welcome is the ideal first impression”, but there is a second for many visitors…

We came to Greece in 1975 for the first time and then nearly every year until 1995. Recently we have come back with our sailing boat to realise our dream and we have been really shocked by the still unfinished infrastructure works in harbours, or when they have been partially finished, the state of rapid decay of what has been built. This looks to be due to bad or poor maintenance or/and faults of management. Below we have reproduced a list of our short experiences during the last two years!

We have spent a lot of money in your beautiful but vulnerable country trying to understand what is going wrong (eating out every day, buying daily provisions, shopping for clothes, for health, welness, presents, second laptop etc ...). We don't think that spending money gives us any rights however, we are sure that it proves that we came here, not to “take free advantages” but to “participate”.

What we have seen during our sailing trips was often revolting.

In approaching a new destination for the first time, the carelessness can have a certain charm; however it really hides a false sense of freedom. It is, in fact, wasting opportunities and it is worth the effort to examine the affect this has on many sailing visitors to your country.

Beside the disorganisation and the poor maintenance problems, which are also starting to affect the very few existing marinas, there is often in the close vicinity of harbours and marinas, the indescribable dirtiness of land and water. So, even near what should be a quality Marina (ie Marina Lefkadas), there is an enormous stinking landfill (!!!) and along what should be a nice Promenade Quay between the Marina and the town is … a dirty waste ground, dusty or muddy, as a welcome or couleur locale.

The ‘absence’ of showers and toilets in harbours implies pollution of the harbour water and when using holding tanks, of coastal waters, by the “over numerous” boats in some areas.

Relatively small infrastructure improvements and the addition of basic facilities, along with good organisation and management would improve existing harbours miraculously.

Visiting yachts are more important for the local restaurants and shops than the large resort-projects where people have to work for low salaries!

So rather than planning new and expensive projects, in which the limited money will disappear in uncertain ways, would it not be more beneficial for this country to finish existing projects well and in a nice, clean tidy way?

What visitors are seeing and therefore telling others about Greece, is perhaps not being taken into account in large technocratic studies and statistics, but is so much more real and influential.

About harbours and marinas we have visited in Greece ...

Introduction.

The list of the finished and non-finished marinas, the majority still under never-ending construction and in fact already deteriorating, can be consulted - what an irony, what a sarcasm! - on the website of the GNTO, the Greek tourism service!

. Approximately a year ago, in a letter published by Athens Plus, nr 24, 2008 November 21, p.11 - Greece misses boat on sailing - the question of what happened with the "13 billion euros" (on average 75% EU financement) which Greece has received during the last 10-13 years, was very judiciously asked.

We can add this small list, established by our own limited experience, during our last two seasons sailing in Greece.

Gouvia Marina: good marina but dirty surroundings.

Sayiadha: small harbour, no facilities, rather dirty surroundings.

Mourtos-Sivota: the new port basin is now finished, however some parts are already deteriorating, no management/organisation, future equipment and management are very problematic we were told, some water taps, some electricity supply, no shower facilities, three temporary toilet-cabins, waste problems on the quay.

Preveza: the shell of the marina was finished some years ago, and already deteriorating. No management, space is monopolised by boat charter companies and “long term visitors”, little or no access to water supplies, no electricity, no shower/toilet facilities; Preveza town quay, some dirty water taps; sewer smell.

Marina Lefkadas: for what would be an “EU” standards marina and despite a good managing, it has rather poor toilet/shower facilities, large landfill only 500m away, sewer outlet, poor and dirty surroundings between the Marina and the town.

Sivota (N. Levkas): no management, no toilets no showers.

Fiskárdho (N. Kefallínia): small harbour with too less possibilities in relation to the crowds and the number of the there based and/or visiting charter boats ; this harbour does not deliver the promise to the visitors it attracts; the to less space and poor equipment - i.e. no showers, no toilets! - is not worthy of the claim / pretentiousness of this "mondain village"

Vathy (Ithaka): very little space, bad organisation on this very touristy island, no facilities, a struggle for a berth between the too numerous private and charter boats; the very small, new marina is crowded by rental and flotilla-boats.

Messologhi: finally work is now underway …, dirty and poor surroundings

Patras: little comfort in this, not really secure, small, too crowded yacht harbour, the Visitors Pontoon is the most exposed pontoon, poor equipment, not worthy of this important city!

Nafpaktos: very small harbour, silting, crowded by small local boats.

N. Trizonia: unfinished marina, already seriously damaged, rapid further decay, no management, 1 water tap, no electricity, no toilets no showers, dirty and poor surroundings.

Galaxidi: despite the nice renewed quay (already deteriorating), ambiguous berthing and water, electricity payments, the scarce space is often taken by a few very big yachts (100-120 feet in this small harbour!); no management or organisation.

Itea: large and what could be a nice harbour with an E.U. flag ... but no water, no electricity, no access to the newly built facility blocks with shower and toilet, which was used as lumber room (2009 "the new building with bath and toilet was used for storing old carpets, etc.", sent to us by mail from our Danish friends visiting the harbour).

Corinthos: not very sheltered, no management/organisation, few berths for visiting yachts and crowded with small local fishing boats, no maintenance (rocks near the quay, dangerous to use your anchor at the W-quay, a lot of chains on the bottom), dirty surroundings, no electricity, poor water supplies, no showers, no toilets; not worthy of this city at the entrance of the Corinth Canal!

Aegina: N Quay (town side), S Quay (yacht club side), little private marina with the warm welcome “no entrance “ (some tried to get a berth); no showers, no toilets (we got showers at the hotel, 6 euro for a shower!!!), a popular stop-over harbour for many charter boats, flotillas, private and foreign and Greek boats, not far from Athens.

Vathy (Chersonisos Methanon, Peloponnisos): very nice small fishing harbour, with weekend supplies but no toilets/showers, easily overcrowded (we saw the results in the water!) but luckily we found (free, many thanks for this hospitality) toilets and showers at a nice restaurant with rooms!

lympic Marina: going from this fine, complete marina with all the facilities, to the town at Lavrio, you risk your life on the 3km long road without a footpath, so we took a taxi, but at 11pm, for the way back we found the taxi stand already closed!

Lavrion: most of the space is taken by charter boats/companies along the very noisy quays, not very comfortable due to the swell; rather poor maintained surroundings; no real management; we got many negative accounts from people berthing there.

Chalkis (N.Evia): the south-harbour with the Yacht Club, the developing works (new pontoons) are finished but all the space is already taken by many small crafts, long term visitors and yachts left by their owners for a long period; we saw no sign of management on our two passages; in high season the Yacht Club was closed for holidays! No toilets, no showers.

Limni (N.Evia): nice small harbour, some laid moorings, quay, very few water taps, crowded by small crafts and small fishing boats, no electricity, few water taps, no toilets, no showers, dirty and poor surroundings.

Loutra Adhispsou (N.Evia): small harbour, near the busy ferry harbour alongside the entrance, 1 water tap at entrance of the harbour, new water & electricity supply-connection with magnetic cards installed on the Quay but still not operating during our four month passages, rather dirty and poor surroundings.

Orei (N.Evia): 2 watertaps at the N Quay, new water & electricity supply-connection with magnetic cards installed on the N-quay but still not operating during our four month passages, free showers at the beach (very close), crowded due to the lack of management/organisation, for a large part due to the ill-considered way of mooring by (Greek) small crafts, dirty and poor surroundings!

Milina (Pagasitikos Kolpos): the newly developed small harbour is for the most part occupied by many small crafts, small fishing boats and some unoccupied boats, no sign of organisation/management, no toilets, no showers, no water, no electricity despite an existing supply box.,

Kotes (Pagasitikos Kolpos): the small, new quays are less useful due to the numerous buoys, lines and small crafts.

Volos (Pagasitikos Kolpos) poor shelter for a marina; pontoons are in such poor condition due to poor construction materials and installation, that berthing is risky for boats and people; poor organisation; ambiguous water and electricity supply, no showers, no toilets, , dirty and poor surroundings.

Reported by Italian friends: at the Island of Chios, a new Marina is finished, but closed, the information we received was it will not be opened ... because this island is rich enough as it is, so they should avoid tourism!

The elections of October 4 2010, gave the Nea Demokratia (N.D.), the party of outgoing Prime Minister Karamanlis, a resounding defeat. Big winner is George Papandreou; with his PASOK party: he obtains an absolute majority in parliament. Kostas Karamanlis did with early elections a desperate attempt to find an exit out of the political impasse and of the non-govern by his government, weakened by numerous corruption scandals, while Greece was descending further into a deep financial, economic and social crisis (GDP deficit in 2009 12.5 %). Surrounded by a group of younger politicians and with a promising program Papandreou could win the voters for him, partly at the expense of other leftist parties including the more left Syriza-coalition, while Karamanlis also lost on his right side to the LAOS party. Despite a certain plebicite and the high score of PASOK - 160 seats with 43.92% of the votes to 33.48% and only 91 seats for the N.D. - these elections had a high degree of resignation, which brought some commentators to consider the victory of Papandreou more as the result of the rejection of Karamanlis and his Nea Demokratia than a genuine belief in the PASOK program. This program is so ambitious that it is right to doubt whether this is not too ambitious, or - and we are aware about our question - if Greece really can handle such profound changes and ... really want them! However this new social-democratic government gets generally much credit. Also in the economic world the attitude is positive. In all modesty, we like to join it!
